Construction of a Combined-Cycle Gas Turbine Unit with a Capacity of More Than 600 MW, a 500/220 kV Substation, and a Power Transmission Line at Navoi Thermal Power Plant, Uzbekistan
General Project Information:
The project includes the construction of the third 650 MW combined-cycle gas turbine unit at Navoi Thermal Power Plant, together with a 500/220 kV substation and power transmission lines to deliver the generated power to Uzbekistan’s national electricity grid. The new unit will be equipped with a modern JAC-class gas turbine and will generate electricity and heat.
The project is of strategic importance to Uzbekistan, as it will increase the country’s available generation capacity, improve the reliability of the electricity supply in the Navoi Region and other parts of the country, and provide electricity, industrial steam, and heat to enterprises operating in the Navoi Free Economic Zone. The construction of the 500/220 kV substation and new power transmission lines will ensure the reliable integration of the generated power into the national grid and strengthen the security of supply for industrial and utility consumers.

Scope of Work:
220 kV Overhead Transmission Line Engineering:
- Development of design and detailed engineering documentation for the 220 kV overhead transmission line.
- Performance of engineering surveys and development of design solutions for steel towers and foundations.
- Development of technical solutions for conductors, insulators, line fittings, grounding systems, and Optical Ground Wire (OPGW).
- Preparation of technical specifications, bills of quantities, and other engineering documentation.
- Adaptation of design documentation to local regulatory requirements and support during the approval process.
220 kV Overhead Transmission Line Civil and Installation Works:
- Assembly and erection of steel towers for the 220 kV overhead transmission line.
- Installation and stringing of conductors, overhead ground wires, insulators, and line fittings.
- Installation of Optical Ground Wire (OPGW), including associated jointing and fastening components.
- Installation of tower grounding systems.
- Execution of line connections and tie-ins in accordance with the approved design documentation.
- Specialized foundation works, including the supply, transportation, and installation of piles for designated towers.
Quality Control, Testing and Handover:
- Quality control of completed civil and installation works and verification of compliance with the approved design documentation.
- Performance of project-specified inspections and tests for the installed 220 kV overhead transmission line components.
- Verification of tower grounding systems.
- Preparation and submission of as-built documentation.
- Rectification of identified deficiencies and participation in the acceptance of completed works.
- Preparation of the overhead transmission line for energization and commissioning.
